Pre-approving every member that joins you community is a way to prevent spam, however it costs a lot of money. No matter how hard you try, you’re going to encounter spam at some point. The frustrating thing about pre-approving people in your community is that it makes it so that they have to get approved to ask a question, file a ticket, go somewhere else on the website, etc. The best option is to simply turn on all of your spam safety features on your website and server.
