Dr Crispin Butteriss postulates on quality vs quantity that different online tools provide.  That is, the easier it is to participate, the more people you will get, but the quality of the participation will be lower.

Different online tools and methodologies require more, or less, commitment on the part of the individual to participate in, or influence, the creation or modification of public policy.
