If you are looking to build a community just for the sake of having one, that is going to be a lot of effort with very little benefit to show for it. In order to create a community that is unique to the people that are going to be a part of it, you have to get to know the people that are going to be part of that community. You can do this by spending time with them and generating ideas from everybody.
