If you are working with a team or are leading a bunch of members of a team, the easiest way to change their behavior is to change the context of whatever you’re working on. If you want these members to work with each other, try promoting a sprint or a hackathon. If you want them to share their problems with you, invite them to submit their toughest questions to you so you can understand their struggles in the workplace. You have to do more than use emails, you have to be willing to work with others.
